All texts should be translatable and switching language should be possible.

If you consider to use a web based translation system, maybe see https://wiki.openstreetmap.org/wiki/Translation for OSM related projects where most are at Transifex.

But If you prefer a self-hosted solution, why not try https://weblate.org ?
See OpenStreetBrowser ans MyOSMatic for self hosted instances.
