Improve templates releasing #6201

Working on templates docs and touching the workflow which updates them on their corresponding repos (https://github.com/paritytech/polkadot-sdk/blob/master/.github/workflows/misc-sync-templates.yml) resulted in some chatting with @mordamax where some suggestions were proposed for improving the entire process. Noting them down here for future reference and prioritisation:

automate workflow dispatch when a stable release is out
tag the templates version (same as the stable release maybe)
ship a rust-toolchain.toml file with each template (to correspond to polkadot-sdk rust-toolchain.toml when that is done: Consider adding rust-toolchain.toml to the repo #5335) which is updated accordingly to each release
