[EPIC] Cugraph Docs Migration Effort

Description

This issue should serve as the landing page for tracking all work relate to migrating the docs from cugraph -> cugraph-docs. Individual tasks will be defined below and any relevant discussion regarding the _state of work should be done in this issue.

Acceptance Criteria

These cover multiple issues in the Tasklist. Think of them as major milestones.

• Docs are being published from the cugraph-docs repo and NOT cugraph
• All docs code has been removed from the cugraph repo
• Migrated pages match previous cugraph docs ( compare 24.12 with 25.02 )
• cugraph C++ API is present

Task List

• Get cugraph-docs library fully up-to-date will all 25.02 changes from cugraph #58
• Verify dependencies.yaml, CODEOWNERS, build.sh are all correct #59
• [GHA] Begin building docs in the new cugraph-docs repo (pull-request and nightly) #60
• [GHA] Begin publishing docs pages in the new cugraph-docs repo #61
• [GHA] Remove docs-build and publish from cugraph's CI (unplug gha) #62
• Remove code to build and publish docs from the old repo #63
• Restore cugraph C++ API #64

Aim to get these goals done by Jan. 13, 2025 -- in-time for our monthly sync.
