Extend "View as" capability to project level

Is your feature request related to a problem? Please describe.
Currently "View as" is available in Rill Cloud on the dashboard to test row access policies. Having this feature on the project level will be able to test dashboard access policies and other misc. admin vs user testing, alerts, etc.

Add the "View as" capability on the project level.
