Deploy and manage our own RPC

The deployments managed by the wallet engineering team should use an RPC managed by the wallet engineering team. Lets remove our dependency on the platform team's RPC deployment.

Today, the only deployment managed by the wallet engineering team that uses an RPC is Freighter's backend. But once Freighter starts using the wallet backend, the wallet backend will also need to use an RPC.
