The existing specification for CB IDs does not explicitly specify how data types are originated, concatenated, or encoded. This has created confusion among other implementation gaps:

stellar-protocol/core/cap-0023.md

Line 335 in 4930ef4

of the `OperationID`, which is created with the `type` `ENVELOPE_TYPE_OP_ID`, `sourceAccount`

It's be stellar to know exactly how to precompute values, prevent collisions, and streamline identification!
