fix(clickhouse): renumber the webhook deliveries migration to 037
main has since merged 036_create_queue_metrics_v1 (plus 034/035), so the branch's webhook migration collided at 036 and must sort above the current max. Goose strict mode rejects a version at or below current, which would block the deploy. Renumbered 036 to 037; the table name is unchanged.
