Implement a data case model concept as defined the GDrive diagram to link libraries as a single case. API endpoints are also expected to create these cases by different services.

Reset/rename the ticket as redefining service boundary such that case-manager might be a service of itself. Putting on-hold on further discussion as next release target when most team members are back from holis.
