DbLocalizationProvider is attempted for Optimizely resources #350

When loading the CMS UI for the first time, all CMS UI translations are passed to DbLocalizationProvider before the shell translations.

This is because DbLocalizationProvider comes before the embedded translations in the provider registrations.

Would it be possible to add the localization provider last in the list? Or is the quickest fix to implement a ResourceLookupFilter?

Is LegacyMode enabled for your setup?

No, not touched that setting at all.
