Should Section 2.2 reference 'considered for Event Timing'

Rather than referencing the list directly, it seems like Section 2.2 should reference considered for Event Timing as the criteria for having an entry in the map. Using that indirection point will give us the flexibility to use other criteria than the list in future versions of the spec. If this is a change that we think should be made, I will propose the wording and submit a PR. Thanks!
