[FEATURE] Upgrade to ESLint 9.0.0

Now that most of the packages we use for ESLint have been updated to work with the new ESLint 9.0 Flat Config, we should update the packages to use the correct plugin versions and update the config.

Hi, @lachieh and @brooksmtownsend may I know if the issue is still open?
Also, If I understood correctly the migration is only for washboard-ui which is inside the typescript folder

Hi @Akhil1998Joshi, yes, that is correct! Ideally the config in ./typescript/packages/eslint-config will be updated so that all projects in the repo will inherit the changes.
