worker node autoscaling: scale down to 0

The (fargate) worker nodes currently do not scale down to 0 but to 1, as there have been problems in the past with tasks being cancelled while actually running a job.
This might/should have already been addressed in the meantime, so we should re-visit and see if we can actually scale in to 0 now.
