Every push gets the tests back, and the empty tier goes

Why

CI has been manual-dispatch only, on the grounds that GitHub's macOS runners crash on the hostless capture tests. Dispatching it against the xcode-27 image settles it: Build + unit tests passes, 213 unit tests and all. That half of the pause has been obsolete since the image moved.

The other half was never what the note said. UI tests did fail — after thirteen minutes, on DTServiceHubClient failed to bless service hub, with the runner crashing while bootstrapping:

It never reached a test, because there are none to reach. DemoUITests is a target in the project with zero source files, which is exactly what AGENTS.md says it should be — "throwaway probes only, empty at rest". The job was launching a test runner every time to execute an empty suite.

The approach

push and pull_request triggers are live again, and the ui-tests job is gone. A permanent UI test is already provided for — AGENTS.md allows one for a workaround held against SwiftUI or UIKit, "only with teeth and a place in the merge gate" — and the job comes back with the first one that earns it. Until then, an empty tier gated nothing and cost thirteen minutes a run.

What this changes

main goes from one required check to two: oida keeps gating on Linux, and Build + unit tests joins it once this lands. Pinwheel stops being the only one of the three repositories resting entirely on the local gate.
