Create the API Connector App

Create Azure Function that will:

• [ Validate the CMC Consultant ID ]
• [ Generate and return a Territory Name ]

The territory name generator should create a two-part name similar to docker container names, such as "trusty-clown", "angry-elf", etc. Essentially, follow a "adjective"-"noun" pattern.
