ci: recover workflow security hardening from #2084 - #2253
Several workflow dependencies still use mutable version tags. Pin the 11 remaining version-tag references for checkout v7, create-github-app-token v3, stale v11 and repository-dispatch v4 to their current official upstream commits. Add an explicit contents: read default to the cross-job output example.
Recover this narrow scope from #2084 on current main. Dependency Review is already supplied by merged #2252, and GitHub CodeQL default setup is already configured.
Preserve existing CI/publishing permissions, GitHub App token scopes, secrets, release logic, action inputs and job matrices. Keep the deliberate self-repository gittools/actions/...@main checkout-path checks and @v4.7.0 usage examples; pinning those would freeze what the examples exercise and prevent the existing version-update workflow from advancing their implementations.
Validation:
Verified all four newly pinned SHAs against official upstream tag refs.
YAML semantic comparison across all eight changed files confirms that action pins and the explicit read-only default are the only behavior/configuration differences.
Full Actionlint 1.7.12 has exactly the same three diagnostics as current main: prefixed GitVersion output recognition in ci.yml, plus two output-name diagnostics in output-example-2.yml. No new diagnostics were introduced.
Changed workflows pass scoped Actionlint with only the two known output-name diagnostics excluded.
Staged git diff --check passes.
No shipped source or generated bundles change; no release/publication jobs were executed locally.
Checkout credential remediation: all six reviewed checkout steps now set persist-credentials: false. Their checkout paths, full-history settings, explicit tokens and release/App permission scopes are unchanged.
Additional validation:
GitVersion 6.8.2 calculated the real v4.7.0 release with full-history public refs and no persisted Git credentials. A prerelease fixture also completed with its remote offline.
Both test and production publish-vsix flows passed with npm publishing calls mocked, verifying the explicit Marketplace token, mode and VSIX output.
Release notes/assets/closure, repository dispatch and version-update PR steps retain their explicit tokens; this is confirmed by source inspection and parsed YAML comparison.
Scoped Actionlint and whitespace checks passed; full Actionlint still reports only the same three baseline output-name diagnostics.
Live Marketplace publishing and GitHub release writes were not executed during validation.
Supersedes #2084 for this initial scope. Harden-Runner, Scorecard and pre-commit are deferred; no duplicate CodeQL workflow or additional Dependabot ecosystem entry is introduced.
No actionable comments were generated in the recent review.

Walkthrough
The test action and GitHub workflows now reference actions by commit SHA instead of version tags. The output example workflow also declares workflow-level contents: read permission.
Changes: Workflow action pins
Layer / File(s)
Summary
Pin actions in automation workflows .github/actions/trigger-action-test/action.yml, .github/workflows/*
The action references for repository dispatch, checkout, GitHub App tokens, and stale issue handling now use commit SHAs. output-example-2.yml also declares workflow-level contents: read permission.
The workflow hardening changes preserve existing CI and release behavior and are ready to merge with normal checks.
