Context
JCDecaux's GBFS feeds used to be produced by transport.data.gouv for France. Now the feeds are produced directly by JCDecaux (Cyclocity).
Discovered a webpage that list all the JCDecaux's GBFS feeds thanks to @AntoineAugusti: https://developer.jcdecaux.com/#/gbfs?page=usage.
What's Changed
This PR adds or updates the feed URLs of 19 JCDecaux systems.
(Amiens, Cergy-Pontoise and Nantes old URLs were removed in #709)
