The opening session report does not show the repairs and reviews that follow publication. This change adds a separate collapsed merge report with observed repair and review rounds, diff totals, and individual check durations. Reports use GitHub metadata and support fork contributions without session access.
Reason
Maintainers need outcomes beside the opening report to evaluate workflow changes. Registration on the default branch lets GitHub deliver merged-PR events for both main and v1.
Related issues
Part of #14163. Prior work: #13916 and #13918. This is the default-branch prerequisite for #14254; the issue remains open until both installations and automatic posting are verified.
Changes
Collect paginated PR, review, workflow, check, and status metadata. Distinguish retries from observed revisions and exclude earlier or unrelated branch checks.
Compile the reporter from the verified squash parent with checkout credentials disabled. Pass the short-lived workflow token only to API steps.
Preserve the opening report, verify publication readback, and avoid duplicate merge reports after a retry. Retain the generated report in the summary and artifact even when publication verification fails.
Exercise the compiled reporter and checked-in workflow with controlled API and checkout boundaries. The qualification guide defines the separate hosted acceptance evidence.
Accepted scope
Decision: Accept for #14163. Accountable maintainer: @deepujain, whose repository maintain role was verified. This records the authorized scope decision for this reporting surface.
Reason and placement: maintainers need GitHub-derived outcomes on merged PRs. The owner is the default-branch workflow and standalone helper under tools/ci/; complete push history is unavailable, so revision counts remain explicitly observed counts.
Ownership and lifecycle: repository automation maintainers handle failures and recovery; the accountable maintainer owns scope changes. Reporting starts with the next merge after installation. Each merged PR into main or v1 receives one collapsed bot report. Runs serialize per PR, have a 20-minute limit, and retain artifacts for 90 days. Existing comments remain intact, and retries must avoid duplicates.
Compatibility and security: preserve the opening report and support fork PRs without session records or PR-code execution. Compile only the verified squash-parent reporter, disable persisted checkout credentials, and expose the short-lived token only to API steps with the declared job permissions.
Validation plan: retain reporter and workflow-adapter coverage for pagination, PR association, rejected parents and events, API refusal, publication readback, failure retention, and recovery. Complete hosted acceptance after installation. A fixture pass does not establish GitHub event delivery, effective token permissions, or the real checkout action.
rustc --edition=2024 -D warnings --test tools/ci/pr-merge-report.rs and its test binary passed all four unit tests.
rustc --edition=2024 -D warnings --test tools/ci/pr-merge-report-workflow.rs and its test binary passed both process/workflow tests.
clippy-driver --edition=2024 -D warnings --test passed for both Rust files.
Actionlint 1.7.12 with ShellCheck 0.9.0 passed for .github/workflows/pr-merge-report.yml.
These checks ran with Rust 1.92.0 in an isolated container without network access or host credentials. The full npm suite and Fern build were not rerun for this scope record; runtime source and published documentation are unchanged.
The diff contains no secrets, API keys, or credentials.
Review notes
The sensitive path is .github/workflows/pr-merge-report.yml. The last published Advisor run, https://github.com/NVIDIA/NemoClaw/actions/runs/42165708335, evaluated dbc04f895201cabaa0311e98ee8ed37584b4ee77. Its security specialist reported no blocker. Its product-scope finding requires the accepted decision recorded above; fresh evaluation and independent human review remain pending.
Privileged automatic posting remains untested until installation and a merged fork PR that changes the reporter. tools/ci/pr-merge-report.md defines the required receipt. A same-repository smoke run does not cover that fork scenario. The installation merge skips reporting when its trusted parent lacks the helper.
Eligible merged pull requests targeting main or v1 can receive a report summarizing check results, review outcomes, revisions, and change totals.
Reports are published as a single comment, with duplicate posts avoided and publication verified. Existing agent-session comments are preserved. Missing timing information is marked unavailable, and oversized reports are shortened.
Generated reports and publication receipts are retained as downloadable artifacts for 90 days.
Documentation
Added guidance on report coverage, validation, and handling publication failures and retries.
Register the trusted workflow on the default branch so merged main and v1
PRs can receive outcome reports, including contributions from forks.
Use GitHub metadata for observed repair and review rounds, diff totals,
and check durations. Read the reporter from the squash merge parent,
keep authoring reports intact, and prevent duplicate report comments.

Adds a Rust tool that reports check, review, revision, and diff outcomes for merged pull requests. A GitHub Actions workflow runs the tool for eligible merges, verifies publication, and retains report artifacts.
