Build with Maven 3.10.0 through the committed wrapper and require it in the signing profile, superseding #235. Ordinary builds keep the 3.9.16 minimum. The wrapper scripts stay at 3.3.4, and mvnw.cmd stays LF in the index. Update the wrapper and reproducibility checks and the build, release and README docs. Record the decision and its validation: the distribution hashes and signature, matching effective POMs, and two reproducible 3.10.0 builds whose JARs and module POMs are byte-identical to a 3.9.16 build of main.
