Added a tutorial that goes over basic TC/DDOP concepts. Fixed some doxygen issues with file descriptions not being generated.

Describe your changes
This adds two new tutorial pages which go over basic TC concepts, like what a DDOP is, as well as how to use our TC client.
It also fixes some very minor doxygen issues.
How has this been tested?
Compiled sphinx locally with no issues
