What happened?

Looking at any Mac CI job, both Sonoma and Sequoia, (e.g. https://drake-jenkins.csail.mit.edu/view/Mac%20ARM/job/mac-arm-sequoia-clang-bazel-continuous-release/2/consoleFull) the console output reports: PYTHON_CACHE_VERSION = 3.13.1.

I don't think this is actually causing any issues, except perhaps confusion, but might warrant an investigation?
