All GH actions are unfortunately subject to failing because of the IP restriction thing. It's a flaky issue and inconvenient, but it would require us to patch every single action across all of our repositories, so I don't think it's really worth it. |

The required
check-labelsjob can fail on correctly labeled PRs when its authenticated API request is rejected by the organization's IP allow list. Fetch public PR data without authentication and stop on HTTP errors before label validation to avoid a secondary JSON parsing error. Label validation errors also listdocumentation,chore, anddependenciesfor changes that do not require release notes.Fixes #4219.
