Create script to discover the scan for a package in the FederatedCode sytem and fetch it from the backing git repo(s)

Take purl as an input with a version go fetch the scan and return it as json locally otherewise say not available. For bonus integrate it into purlcli.

The simple way to test this is to follow the below steps:

1. Install federatedcode client using pip install aboutcode.federatedcode
2. Run federatedcode scan pkg:npm/atlasboard@1.1.10 to get the scan result for pkg:npm/atlasboard@1.1.10
