No consolidated packages are created when using the --consolidate option

When scanning scancode-workbench-3.1.1, using the command:

./scancode --copyright --license --info --package --consolidate --json scancode-workbench-3.1.1.json /scancode-workbench-3.1.1/

there are no entries in the top-level consolidated_packages field in the scan. This is happening because we are not looking for package data in the right place when processing Resources: https://github.com/nexB/scancode-toolkit/blob/develop/src/summarycode/plugin_consolidate.py#L241

It may be better to not consolidate packages since we report Package resources and instances now in scancode

@JonoYang so one can run a scan without the --consolidate option and get Package resources and instances in the results? or is there a different scan option that needs to be specified?

@DennisClark These features are now standard in the --package (-p) option. No other special options need to be active.
