Check License Detection against failures in go-license-detector

which we can test against to validate that SCTK is detecting licenses correctly here in all cases.

For reference go-license-detector was used for License Detection to prepare the bigcode/the-stack to train the bigcode/starcoder LLM model, and subsequently, as an improvement, they use SCTK to prepare a permissively licensed collection of code repos at bigcode/the-stack-v2 to train the starcoder2 LLM model.
