Parse and get dependencies from `.deps.json`

nuget .deps.json present sometimes beside .dll .pdb files (with the same name)

For example in https://github.com/snoopwpf/snoopwpf/releases/download/v5.1.0/Snoop.5.1.0.nupkg:

to/tools/netcoreapp3.1/Snoop.Core.deps.json
to/tools/netcoreapp3.1/Snoop.Core.dll 
to/tools/netcoreapp3.1/Snoop.Core.pdb

This has to be added at https://github.com/aboutcode-org/scancode-toolkit/blob/develop/src/packagedcode/nuget.py, see also #3607 where nuget manifest parsing support is being added.

Hi @AyanSinhaMahapatra, I'd like to work on this. I plan to add a DotNetDepsJsonHandler in nuget.py that parses .deps.json files to extract package names, versions, and dependency relationships. Will reference the existing NuGet handler patterns. Can I proceed?

Hi @AyanSinhaMahapatra, I have opened PR #4803 which adds
DotNetDepsJsonHandler for parsing .deps.json files. All local
tests pass. Would appreciate your review when you get a chance.
