Reference Documentation Page: d2d options and capabilities

It would be nice to have a page listing all the available d2d options and highlight the capabilities present for each optional ecosystem option. Since there are a couple broad categories of capabilities, maybe a matrix/table based approach could make sense. Some of these could be:

• map individual compiled to source files
• map compiled archives to source directories
• map using binary/source symbols
• match archives to purldb
• match source files to purldb

I have completed the reference documentation page for d2d (deploy-to-devel) options and capabilities.

Added the new documentation page: docs/d2d-options.rst
Linked it in docs/index.rst under the Reference section
Included usage instructions, argument descriptions, examples, a capabilities matrix, and related file references
