VCIO-next: Add a "Release Notes" or "What's New" panel to the VulnerableCode.io home page

We should consider adding a "Release Notes" or "What's New" panel to the VulnerableCode.io home page to keep visitors informed in a friendly way. A bit of design needed of course.

We also need a concise description at the top of the VCIO home page to explain its purpose. How about:

VulnerableCode aggregates software vulnerabilities from multiple public advisory sources and presents their details along with their affected packges and fixed-by packages identified by Package URLs (PURLs).

Just below the Description proposed in the previous comment, consider also adding a simple reference to the current VCIO Release, for example:

What's new in this Release: https://github.com/aboutcode-org/vulnerablecode/releases/tag/v35.0.0rc1

That would provide a summary with all the supporting detail. It will of course also encourage us to provide good change log titles!
