testRITWithSplitTableRegion expires a region server and restarts the master. The next test's setup() then walked the live region server threads and called getCompactSplitThread() on each, but a server that is still shutting down has already nulled its CompactSplit thread, causing an NPE in @beforeeach. Persisting SPLIT for the split parent made this fail in 3 of 4 runs on branch-2; skip stopped servers instead. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
