arista/workspace.v1: Add DEVICE_DECOMMISSIONED skip cause

- Add CONFIG_VALIDATION_SKIP_CAUSE_DEVICE_DECOMMISSIONED to ConfigValidationSkipCause
- The skip cause is used to skip the config validation stage for decommissioned device
