how about we build the artifact and move it directly to 1.37?

we have been testing 1.36 for a while now that's why I will move it progressively

Kubernetes 1.37 removed the kubeadm v1beta3 API. Use v1beta4 and its structured controller manager arguments so cluster initialization accepts the generated config. Signed-off-by: HarshwardhanPatil07 <harshpat@redhat.com>
Fedora's CRI-O 1.36 package moved pinns to /usr/libexec/crio without configuring the new path. Add a conditional CRI-O drop-in so the daemon starts on affected images while preserving older package layouts. Signed-off-by: HarshwardhanPatil07 <harshpat@redhat.com>
