Dependabot was removed from this repository years ago. This restores it with a fresh configuration rather than reinstating the old NuGet-based setup, which relied on a since-retired internal tool.
Configuration added
.github/dependabot.ymltargeting thegithub-actionsecosystem — the only package ecosystem actually present in this repo, since no npm/pip/etc. manifests are checked in.github-actionsupdates grouped into a single PR via thegroupskey, avoiding a separate PR per action version bump.
