docs(safety): resolve inconsistent persistency AoUs (Action_64)

Persistency is executed in the calling application's context, so blocked execution results in unavailability of persistency, which is already covered by aou_req__persistency__error_handling.

• DFA: mitigate execution blocking (UI_01_06) by the error handling AoU and mark UI_01_06 as applicable in the initiator table
• Safety manual: remove aou_req__persistency__appl_exec, extend the error handling AoU to cover missing/late responses, update the safety concept accordingly
