Based on '060e' version:
- new Apex APF11 decoder (decId 1130) for floats with Coriolis version 2.17.4.R.
- updated version of RTQC (version 6.5 for profile RTQC and 3.9 for trajectory RTQC) to be compliant with version 3.8 of "Argo Quality Control Manual for CTD and Trajectory Data" (updated test 8 "pressure increasing test + new global rule : if PRES_QC=4 then _QC=4 for c, b, ic and ib parameters).
