CI repair

The lint runner selected cached Go 1.26.9, but go.tools.mod requires Go 1.26.10. Set check-latest: true for the lint matrix so setup-go resolves the latest patch release. actionlint .github/workflows/testing.yml and git diff --check passed locally; the full CI suite is rerunning.
