Problem and change

Closes #7433.

ADK currently rejects installations that explicitly require OpenTelemetry API/SDK 1.44.0 because both upper bounds stop at 1.42.1. Raise the two upper bounds to 1.44 while retaining the minimum supported version, 1.39.

This changes package metadata only. Existing telemetry tests exercise the compatibility change; no runtime logic or new mirrored tests are added.

Testing plan and results

  • Reproduced the resolver rejection with the original bounds and explicit API/SDK 1.44.0 constraints.
  • Resolved the updated metadata with test, gcp, and otel-gcp extras plus explicit API/SDK 1.44.0 constraints. Installed successfully in a clean Python 3.13 environment; pip check passed.
  • Focused telemetry, tracing plugin, and telemetry utility tests: 972 passed, 7 xfailed, both with API/SDK 1.44.0 and 1.42.1.
  • uv build succeeded. Installed the built wheel with API/SDK 1.44.0 and ran agent/workflow functional telemetry tests: 101 passed. Verified imports came from the installed wheel in site-packages.
  • pre-commit run --files pyproject.toml and git diff --check passed.
  • Ran the full tox -p auto matrix with API/SDK 1.44.0 in all four environments:

The full suites are not green. Failures are five GKE mocked-resource validation cases, four LiteLLM debug-log capture cases after CLI logger initialization, and two import-loading allowlist cases on Python 3.13/3.14. The failure categories reproduce with API/SDK 1.42.1: the GKE/import-loading baseline check produced 7 failures and 600 passes on Python 3.13; calling the existing setup_adk_logger(level=logging.WARNING) before the LiteLLM parsing class reproduced its same 4 failures and 22 passes. No runtime source code differs between the baseline and proposed metadata. These unrelated checks are left out of this focused dependency PR.

Development and validation used Codex assistance. No live model calls or authenticated cloud exporter requests were needed for this metadata change.
