Add troubleshooting section to inplace scaling tutorial

Description

Adds a section to address common issues when trying to use the InPlaceVerticalScaling feature which has just graduated to Beta.

This change may already be obsolete because the feature is graduating to Beta and the CR issue is technically addressed by the CRI version requirements, but there are a few open issues remaining asking for help trying out this feature.
