Chore: Remove change isolation workflow - #50

The gerrit-required-change-isolation-verify workflow does not work for the LF Gerrit due to our different validation requirements. We already have a gerrity-required-verify workflow that takes care of the validation for Gerrit changes for this org including handling our private repos properly.
