PYTHON-5971 Avoid using TestPyPI in release process - #118

TestPyPI broke downloads of artifacts older than 14 days, failing the nightly uploads that relied on skip-existing, and PyPI admins are deprecating TestPyPI. Replace it with local validation gates already adopted for PyMongo in PYTHON-5970: - dist.yml: validate pyproject.toml before building the sdist and run twine check --strict on the collected dists before upload. - release-python.yml: drop the TestPyPI publish step. Mirrors the winkerberos migration (mongodb/winkerberos#161).

Changes in this PR
Replaces the TestPyPI dry run publish in the release process with local distribution checks. The new checks are pyproject validation and strict metadata checks on the built artifacts. This mirrors the winkerberos migration (#161).

Test Plan
This change only touches CI workflows. There are no unit tests to add. Both new checks were run locally exactly as CI will run them.
validate-pyprojectpasses.twine check --strictpasses on a locally built sdist. Both YAMLs parse cleanly.Checklist
