perf: check for @iconify/json once per build - #568
@nuxt/icon checks if @iconify/json is installed once for each collection, and again in nitro:config with externalizeIconsJson. Each check resolves from every layer root, which is slow when the package is missing. In a production app with 22 layers, this used 4.2 s of CPU before bundling.
This PR caches the answer once for each Nuxt instance. A dev restart checks again.

Walkthrough
The Nuxt module context now caches the full-collection availability check and uses the result for collection path resolution and installed collection discovery. Bundle generation and externalisation obtain collection paths through the context. The bundled-file fallback resolves the computed path with resolveModule. New tests cover availability checks, path selection, generated imports, and trace includes.

Review comments at @src/collections.ts:
- Line 22: Update the per-Nuxt cache lookup in the code around
fullCollectionCacheByNuxt so cached results are reused only when the current
resolve-path contents match those used to create them; invalidate or recompute
the result when workspaceDir or layer paths change.
Review comments at @test/full-collection-check.test.ts:
- Line 46: Make the @iconify/json availability check return false in the
full-collection test so the assertion on generated imports is deterministic, and
retain the existing call-count assertion.
