Keyboard extension plugin for non-standard character transcription

We (ViaeRegiae.org) have a use case which requires the exact transcription of archaic letter forms. It would be really useful to have a built-in keypad for entry of such characters, which might be implemented with something like this jQuery extension: http://keith-wood.name/keypad.html
