Rename the ruff hook to ruff-check and move the ruff settings under the new lint.* keys, with show-fixes as a config option.
Ruff 0.16 flags TRY004 on the plugin validation. Type checks on settings and on produced field values now raise TypeError; missing or unknown settings and other config problems keep RuntimeError. Assisted-by: ClaudeCode:claude-opus-5

The testing plugin was missed in the TRY004 pass, and the tests for static and fields still expected RuntimeError. Assisted-by: ClaudeCode:claude-opus-5
pre-commit-uv installed hook environments with `uv --project <projectdir>`, so the rolling `exclude-newer = "7 days"` in pyproject.toml applied to the hooks too and refused the new ruff. prek installs hooks outside the project, and the action does its own caching.
