PDG particle data table 2019 update (#137)

* PDG particle data table 2019 update

* Fixed bug in mass_width_2019.mcd

* Name of h(1)(1380) changed by PDG to h(1)(1415)

* Update of particle/particle/convert.py for 2019

* Add particle/data/particle2019.csv

* Test updates

* Tiny fix for Python 2.7

* CHANGELOG update

* Re-do fix for Python 2.7!

* More tests

* Numerous LaTeX particle names updated

* Oops, forgot to update a test as a consequence of name changes!

* Fixed particle/particle/convert.py

* Update particle/particle/convert.py
