As an alternative for the vendoring approach we will fork
hardhat-deploy, update from upstream occasionally and deploy to GitHub Packages internal npm registry. This also allows making sealance-specific changes to the external plugin (like use the openzeppelin-upgrdes validations before it gets merged to upstream and included in an upcoming release).see https://github.com/sealance-io/bennington/issues/538
