This adds support to fetch OpenAPI specifications over the internet to be rendered by the sphinxcontrib-openapi.

@drodil You're probably long since gone, but if you wanted to get this passing I'd be happy to merge this. I fixed up style issues but there are unit tests failures also. |

This adds support to fetch OpenAPI specifications over the internet to
be rendered by the sphinxcontrib-openapi. Also fixed broken tests.
