This PR aims to fix #6882, closes #6885 and fixes #6752 by accident.
Briefly, we're unifying the internal
combine_elements()with the already exportedmerge_element()for reasons stated here.We now have
merge_element(inherit = TRUE/FALSE)to control resolution ofrel(),margin()and other fields likeelement_text(inherit.blank).combine_elements()becomes deprecated.
