Update to use the renamed template file, 'datm_in.IN'

Description

• Updates the UFS land component run configuration using the renamed template file, 'data_in.IN' (add component defaults, rename templates to .in, rename ufs.configure for application, cleanup tests ufs-weather-model#2010)
• Uses INPUT as input directory for all tests using CDEPS instead of various combinations of INPUT_DATM, DATM_INPUT, INPUT_DOCN etc
• Reset the machine-specific input data location of UFS Noah-MP to the land DA inputs
