what does this PR do? enabling configuration previously done by default? |

Yes.... Previously read the docs did a lot of behind the scenes magic, now they're going to stop doing that, and require us to opt-in. I've copied the configuration from their blog post. |

RTD is going to stop injecting config on the fly. This affects custom domains: https://about.readthedocs.com/blog/2024/07/addons-by-default/
