Dev Donation is enabled every 62.5 minutes for 75 seconds rather than every 60 minutes for 72 seconds.
This enables the Dev donation to walk blocks over time.

Dev Donation now generates a ChosenDiff and a PsuedoShareDiff utilizing global_hashrate.
